In a large mixing bowl, whisk together the flour, cocoa, baking powder, baking soda, and salt.

In a medium mixing bowl, whisk together the egg and sugar, then whisk in the vanilla, milk, sour cream, and melted butter.

Using a rubber spatula, fold the wet ingredients into the dry ingredients until just combined.
Spray a 6-cavity donut pan with non-stick cooking spray.
