In a large skillet, melt the butter and cook the turkey until the meat is no longer pink.
Stir in the onion, celery, carrots, and garlic and cook for 5 minutes.
Add the flour and stir to coat the meat and vegetables. Cook for 1 minute.
Add the milk and stir until the mixture is smooth. Transfer to a 4qt crockpot, slow cooker, or Instant pot.
Stir in the chicken stock and diced potatoes. Cover and cook on low for 4-5 hours until the potatoes are tender.
Add the cheddar cheese and stir until the cheese melts. Season with salt and pepper to taste.
Garnish with ketchup and mustard, then serve and enjoy.
